The group of community members which is formed for effective implementation of water supply and sanitation program to fulfill the goal in sustainable way is called water supply and sanitation user group (WSSUG). 

Role of WSSUG in Project Development
a) Community Participation:
WSSUG ensures the active participation of local people in planning and decision-making of the water supply and sanitation project.
b) Planning and Identification of Needs: It helps identify the community’s needs related to drinking water and sanitation and assists in selecting suitable project options.
c) Mobilization of Local Resources: The group mobilizes local resources such as labor, materials, and community contributions (cash or kind) required for the project.
d) Coordination with Agencies: WSSUG coordinates with government organizations, NGOs, and technical agencies involved in project design and implementation.
e) Supervision of Construction: It monitors and supervises construction activities to ensure the project is completed properly and according to the plan.
f) Operation and Maintenance: After project completion, WSSUG is responsible for operating and maintaining the water supply and sanitation facilities.

Water is considered powerful in a gender perspective because it directly affects the roles, responsibilities, health, and empowerment of men and women, especially women in many communities.
a) Women’s Responsibility for Water Collection: 
In many rural areas, women and girls are mainly responsible for collecting water for household use. Lack of nearby water sources increases their workload and consumes a lot of time.
b) Impact on Education and Opportunities:
When girls spend many hours fetching water, they may miss school or have less time for study and personal development.
c) Health and Sanitation:
Access to safe water and sanitation improves women’s hygiene, health, and dignity, especially during menstruation and pregnancy.
d) Empowerment and Decision Making: 
When women are involved in water user groups or project committees, they gain leadership skills and participate in community decision-making.
e) Improvement in Quality of Life: 
Easy access to water reduces the physical burden on women and allows them to spend time on education, income-generating activities, and family care.
 
Example: 
In a rural village, women previously had to walk 2–3 km daily to collect water. After a community water supply project, a tap was installed near their homes. This saved several hours each day, allowing women to start small businesses, participate in community meetings, and send girls regularly to school.
